Today, these young women would be getting tattoos and having their tongues pierced, but back then the worst these misbehaving vixens could do was to stand in an ankle-deep pond in stripey bathing suits and smoke cigarettes.

I'm pretty sure those striped outfits aren't bathing suits, but rather the uniforms for the reform school for wayward gals they are incarcerated at... They are just taking a rest from the work crew, then back to breaking more rocks.
I love antique postcards because they preserve evidence of everyday life as well as celebrations and sad events. Looking at an old postcard is like holding a single piece of a puzzle; we have to imagine the rest.
